Policy Agenda
The policy agenda is made up of 3 main goal areas that, if achieved, will lead to better support of victims, survivors, and providers; decreased demand; and strengthening the statewide human trafficking system as a whole. This will, ultimately contribute to affording every Nevadan a life free from violence, exploitation, or slavery. Further, the Policy Council supports the policy agenda of the Southern Nevada Human Trafficking Task Force, the Northern Nevada Sex Trafficking Task Force, and the recommendations of the state CSEC Coalition towards this same end.
Decreasing Demand Through Harsher Penalties for Buyers (and Traffickers)
The NPCHT believes that the best way to decrease the demand for purchased sex in the state is to increase the penalties for buyers. Buyers create the sex trafficking/sex purchasing market and are the best intervention opportunity for decreasing human trafficking and victim exploitation.
Increasing Support & Resources for Victims and Survivors
Nevada has made significant strides towards protecting victims of human trafficking and increases the resources and protections available for survivors in the past several legislative sessions, however, there is still a lot of work to be done in terms of shelter and wrap-around services to support victims through their survivor journey; including: education and career training, mental and physical health resources, legal services, and more.
Strengthening the Human Trafficking System in the State
The Human Trafficking response system in Nevada is young, small, and underdeveloped to fit the needs of victims, survivors, service providers, law enforcement, law makers, and other state stakeholders. NPCHT supports strengthening and growing this system through permanent and robust funding, accessible good quality data, staffing, and other capacity building resources.
